Cosmetic Products Ingredient transparency / disclosure
On January 1, 2021, National Medical Product Administration of China (NMPA) enforced its overarching cosmetic regulation – Cosmetic Supervision and Administration Rules (CSAR). For cosmetic end products, there are two compliance procedures – record filling and registration. If a cosmetic end product has special functions as defined in the regulation, then will require higher level of documentation and test requirements. While for cosmetic end products without specific uses, it can comply with the regulation via the procedure of record filling, which entails less compliance obligations and shorter timeline. Compliance of cosmetic end products in China needs to be done through a chinese authorized agent. In addition to registration, there will be obligations of labelling and post-registration management.
