The former rule was abolished with the publication of the new Türkiye Cosmetic Products rule (the "Regulation") in the Official Gazette on May 8, 2023. As a result, the procedures and standards governing cosmetic items on the market have been re-established and aligned with the Cosmetics Regulation of the European Parliament and Council. The modifications performed within the parameters of compliance are:

• The participants in charge of cosmetic items are identified. The Regulation now includes the Responsible Person, importer, manufacturer, and distributor, which are also contained in the EU Cosmetics Regulation.
• The standards for carcinogenic/mutagenic and reproductive toxic substances that may be present in cosmetic goods have been established.
• The educational status of those who will create the Product Safety Assessment Report, which is required before the cosmetic items, has been altered and aligned with the EU.
• In addition, the free sale certificate for cosmetics was introduced to the legislation, giving support for exports, and the national data system (ÜTS) for cosmetic product notification was specified.
